Flat owners cannot be charged maintenance fees if they do not possess an occupancy certificate

According to NCDRC, maintenance can't be charged by the buyers without an occupancy certificate for the project. Presiding Member Binoy Kumar and Member S.M. Kantikar ordered the builders to pay a delay compensation at the rate of 9% per annum from the scheduled date of possession.
